Basic Function

Plans, directs, manages, and oversees the activities and operations of a Real Estate Department specialized unit responsible for property acquisition, property appraisal, property management, or other real estate services.

Example Of Duties

  • Directs, manages, and oversees the development and implementation of departmental strategies, budgets, policies, procedures, programs, and projects
  • Directs the administration of appraisals, acquisitions, relocations, environmental investigations, remediations, property management, and property disposition, including engineering, custodial, security, accounting, and capital projects
  • Delivers major capital improvement programs in a timely manner and within budget
  • Develops budget for real estate portion of major transit projects
  • Approves just compensation and disposition values for real property
  • Oversees the management of Metro real estate portfolio
  • Manages, oversees, and actively participates in the acquisition of any real property required for Metro′s bus, rail, or administrative projects; coordinates with all other Metro departments; and acquires property interest on time and within budget
  • Directs or conducts negotiations with municipalities, public and private sector agencies, land/property owners, tenants, developers, lenders, and investors
  • Makes presentations to the Board of Directors and represents Metro before professional, business, and citizen groups, as well as public agencies, associations, and boards
  • Negotiates complex multiple-party real estate transactions
  • Monitors and approves the solicitation, award, and administration of professional service contracts for appraisal, acquisition, relocation, and property management services based on Metro′s list of specialty consultants
  • Reviews and approves requests for payments and other invoices
  • Confers with executive management and Board of Directors on major real estate, joint development, and concessions activities or issues
  • Assures compliance with federal, state, and local public acquisition policies and procedures
  • Provides a safe, secure, and clean environment for the public and employees
  • Attends and conducts various meetings and hearings
  • Assists other Metro units in the conduct of joint development and land use activities
  • Manages and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
  • May be required to perform other related job duties

Requirements For Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

  • Bachelor's Degree in Business, Public Administration, Real Estate, or a related field
  • Five years of relevant senior management-level experience in corporate/public real estate related assignments; experience with other public agencies preferred

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications:

  • Experience managing acquisitions and relocations under the Uniform Relocation Assistance and Real Property Acquisitions Policies Act
  • Experience utilizing MS Work Flow and assignments for a large volume of transactions such as commercial acquisitions and relocation of businesses
  • Experience negotiating sophisticated transactions in dealing with consultants, attorneys, and third party sellers
  • Experience preparing and presenting numerous presentations to the public
  • Experience managing, training, and developing a team
  • Experience with preparing and maintaining comprehensive departmental budgets including staffing, consultant services, and Right-of-Way costs.

Certifications/Licenses / Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • For an Appraiser position California Real Estate Appraiser License required
  • Senior Right of Way Agent (SRWA) Designation preferred

Knowledge:

  • Theories, principles and practices of real estate appraisal, acquisition, relocation, environmental assessment, condemnation, disposition, contracts and general real estate
  • Applicable local, state, and federal laws, rules, and regulations governing pubic real estate/property acquisition and relocations
  • Real estate property management
  • Basic engineering, construction, development, and communications
  • Security/law enforcement and emergency management
  • Modern management theory for both internal and external staff

  • Read, write, speak, and understand English
