The City and County of Denver’s Community Planning and Development Department (CPD) is seeking an innovative and dynamic Chief Building Official (CBO). In this role you will report to the Executive Director of CPD and join a team of high functioning leaders focused on the future of Denver and the continued evolution of cities. You will play a key part in using and advising on the Denver Building codes to solve problems that will help facilitate Denver’s development while ensuring the safety of both new and old construction.  We are committed to cultivating a city of equity, diversity and inclusion and this commitment is woven into our daily work as we support the growth of Denver. Our residents are our customers and we aim to have employees who are as diverse as they are, we believe we are stronger and better public servants when we have different perspectives and unique ways of thinking.  The right candidate will be a collaborator and advocate at all levels; from your team and their employees, to your leadership and peers and of course to the public that CPD serves.  

 

In this role you need a high level of political understanding and acumen as you will laisse with members of the public, development and construction industries, and other City agencies – including the Mayor’s Office, and Federal and State representatives.  You will continue to push modernization and streamlining of City processes and technologies to help drive data-based innovation. The City and County of Denver has very progressive sustainability goals, where Community Planning and Development works closely with the Office of Climate Action, Sustainability, and Resiliency; as the CBO you will lead code amendment processes to ensure Denver is achieving our aspirational goals and continue to be one of the leading edge cities with regards to climate action and resiliency.   

 

Denver's Community Planning and Development Department is responsible for visionary city planning and ensuring that all buildings are safe. Community Planning and Development plays a role in growing our world-class city, while keeping its beloved features intact. From the skyscrapers of the central business district; to the walkable, mixed-use neighborhoods of Central Park; to the charming Victorian effects of the Baker district, the staff at Community Planning and Development works to make Denver a great place to live, work and play. As the Chief Building Official you will: 

  • Manage a large team of licensed professionals that oversee plan review for all commercial and residential projects seeking permits 

  • Monitor the planning and implementation of building/construction plan review, permitting and trades inspection policies, procedures and the enforcement of code regulations, which may include site plans 

  • Support and participate in the development and execution of strategies for commercial and residential plan review to meet overall goals and objectives 

  • Ensure that building permitting, and inspection staff provide quality customer service to all Development Services customers 

  • Enforce the Denver's building code amendments and other related codes and standards through management of the plan review and inspections groups, as well as issuance of any building code policies. 

  • Work with customers to provide options for building code compliance 

  • Coordinate policy and direct the section’s activities with all levels of city government, including the Mayor's Office and City Council 

  • Foster relationships with outside groups like ICC and BOMA 

  • Lead discussions on staffing and other needs for the areas overseen and participate in the agency budgeting process 

  • Work directly with the Denver Fire Department, Site Engineering, Inspection Services and the City Attorney’s Office staff to resolve issues relating to unsafe structures and/or hazardous conditions and occupancies 

  • Represent the department before legislative bodies and meeting with Federal, State and local agencies and neighborhood and community groups to present technical, administrative and policy issues, and recommending code changes and/or updates.

Our ideal candidate will have:  

  • A passion for sustainable design/development is a must, and a desire to make a difference in moving Denver’s vision of the 20x50 (40) plan and Net-Zero goals forward 

  • Understanding and knowledge of plan review and inspection processes 

  • Demonstrated customer service and problem-solving skills 

  • High level communication skills are essential to the success of this position including internal staff, interagency collaboration and customer interactions 

  • Demonstrated ability to present in front of small and large audiences

  • Education:  Bachelor's Degree in Engineering or Architecture 

  • Experience:  Three (3) years of experience managing licensed engineers or architects 

  • Licensures/Certification(s):   Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation. 

  • Equivalency:  No substitution of experience for education is permitted.
