The County is governed by a full time, five member Board of Supervisors, who, working through County departments, are committed to a sustaining vision of a “complete county that capitalizes on the diversity of its people, its geography, and its economy to create a broad range of choices for its residents in how they live, work, and play.” The Land Use Services Department plays a crucial role in continuing to improve the quality of life for our residents and visitors by providing a framework for orderly growth while maintaining the highest level of public safety. The Land Use Services Department provides oversight for land use in the unincorporated areas of the County. It begins with the County’s general plan and extends to review of land use applications, adherence to building codes, and enforcement of ordinances. The department is dedicated to ensuring balance in the areas of housing, business, recreational, and environmental health needs for the community. There are six major areas of the Land Use Services Department that include building and safety, code enforcement, fire hazard abatement, land development, the planning division, and the department’s administration. 

The Director of Land Use Services is responsible for the administration of the Land Use Services Department and the oversight of County land use, including planning, environmental health, code enforcement, building inspection and plan review functions. This position reports directly to the Assistant County Administrative Executive Officer. 

The ideal candidate will be a visionary and strategic manager who understands the effectiveness of being a team player and leading from the front. This position requires a results-oriented, problem solver who thrives in a collaborative environment; an articulate communicator with excellent interpersonal skills and political acumen, able to build trust, confidence, and credibility while working with staff, other County departments, local cities, state and federal agencies, as well as the Board and executive leadership on policy and key program initiatives. The successful candidate will build and maintain a departmental culture where employees will thrive in an environment of practical process improvement and enterprise solutions, open and honest communication, and working together creatively. Strong technical knowledge (CEQA, Subdivision Map Act, etc.) and regulatory planning skills combined with a willingness to invest in staff development and community relationships, and a commitment to the organizational vision and mission are a must – a passion for the work and a sense of humor are helpful. A Bachelor’s Degree in a related field of study or a combination of education and experience commensurate with the responsibilities of the position (a Master’s Degree is desirable) and five (5) years of administrative and/or management experience in a complex organization with responsibility for budget development and management, financial analysis, capital improvement projects, and intergovernmental liaison is required. Experience working for a city, county, or public sector special district including in-depth knowledge of service programs, and oversight and responsibility for budget and fiscal administration is expected.
