Other Info: Metro's Transit Oriented Communities (TOC) unit has two positions to fill:

  • 1. Los Angeles Union Station: Manager, Transportation Planning will support the development and implementation of a rigorous work program centered on redevelopment activities occurring in and around Los Angeles Union Station.
  • 2. Development Review: Manager, Transportation Planning will oversee coordination between developers, city staff, and multiple Metro departments for projects adjacent to Metro's transit facilities and infrastructure. Secondary duties include providing technical support for TOC review of mobility corridor projects and supporting Metro's Transit Oriented Development Grant Program.

Basic Function

  • Manages and executes activities associated with plan development, multi-modal project implementation, joint development, adjacent development projects, and technical analysis in all Countywide Transportation Planning & Development disciplines

Example Of Duties

  • Develops and manages coordination process for interdepartmental review of development projects adjacent to Metro transit facilities
  • Supports Joint Development, First/Last Mile, and Systemwide Station Design with technical assistance and conducts analysis and review of site plans and architectural/engineering drawings for corridor projects
  • Identifies strategies to improve compatibility between private development and Metro's facilities
  • Coordinates and interfaces with consultants and other departments providing project support and input
  • Supports the planning and preparation of Request for Proposals (RFP) and Requests for Quotes (RFQ) related to hiring of consultants for Transit Oriented Communities (TOC) projects and new business opportunities
  • Develops educational/outreach materials to educate internal and external audiences on Metro's TOC goals and strategies for implementation
  • Represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards on Metro's TOC efforts and new business opportunities
  • Reviews and evaluates contractor proposals, negotiates award amounts, operating standards, work projects, and manages contracts
  • Manages, prioritizes, and advances a robust work program with concurrent projects and deadlines
  • Conducts complex planning, implementation, funding and analytical projects and programs
  • Assumes management responsibility on major transportation and research studies and projects
  • Applies, develops, and evaluates analytical, quantitative and statistical tools and their results
  • Participates and leads regional and statewide transportation forums
  • Participates in developing program guidelines, strategies, and policies
  • Negotiates and executes cooperative agreements and Memorandums of Understanding with various agencies
  • Provides technical and policy guidance and makes presentations to public and private groups on Metro plans, programs and projects
  • Develops and negotiates scopes of work, financial plans, schedules, contracts, and agreements
  • Evaluates proposed legislation for impacts on specific plans, programs and projects
  • Evaluates the costs, benefits, and risks of active projects and advances recommendations on how to proceed
  • Prepares invoices of revenues and allocates to accounts
  • Promotes planning efforts to support development along transit lines and transportation corridors
  • Prepares comprehensive reports, correspondence and presentations
  • Supervises subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree - Urban or Transportation Planning, Engineering (Civil, Transportation), Architecture, Public Administration, Political Science, Urban Design, Public Policy, Economics, Real Estate or other related field
  • 5 years of progressively responsible experience in municipal city planning, urban planning, transportation planning, community development, real estate development, urban design, transportation system design and research, or other related area, including a minimum of 3 years of project management experience overseeing consultant work efforts, project budgets, and performing review of deliverables
  • Master's degree - Urban Planning, Architecture/Urban Design, Real Estate Development or other related field is desirable

Preferred Qualifications

  • Experience identifying, securing and/or managing active grants and/or project budgets
  • Familiar with Creative Suite, GIS, and Office 365

Knowledge:

  • Theories, principles, and practices of transportation planning, urban planning, land use planning and zoning, real estate development, and community development regulations, contracts, and funding
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies, real estate, land use and development practices
  • Organization and processes of local, regional, state and federal government, including legislative and funding processes and policies
  • Computer software including Microsoft Suite
  • Financial, analytical, statistical, and mathematical methods and procedures
  • Modern management theory
