The Risk and Compliance Manager is positioned in the first line of defense to assist the Risk and Compliance Department in strengthening and monitoring a company-wide risk management and governance framework. The position will assist in ensuring that effective processes and controls are in place to mitigate risks, facilitate risk and compliance remediation, identify control failures or weaknesses, and assess if the Company is operating in compliance with its policies and regulatory requirements. Furthermore, this role will manage activities to ensure compliance with certain enterprise governance programs sponsored by USAA, including administration of various risk/compliance tools and applications. The position will manage and track identified issues, often coordinating across departments to facilitate completion. Finally, this role will coordinate reviews, audits and exams with USAA and regulators, including informational requests. 


Essential Duties: 

  • Proactively identify opportunities to improve and strengthen the control environment and make recommendations to Department and Business leaders.
  • Assist with managing and monitoring the Company’s internal control program (Risk and Control Self-Assessment (RCSA)) by working with business leaders to design and review control testing, update control documentation, perform tests within the program (as needed), develop action plans to resolve control gaps, and make control/test/program recommendations for improvement.
  • Understand parent company standards for the RCSA program and assist in a project to conform the RCSA program to parent company standards.
  • Assist in the preparation and/or annual review of Company policies and procedures.
  • Assess general controls and Internal Controls over Financial Reporting (ICFR) by reviewing and assessing independent auditor reports (SOC Reports) and coordinating with business leaders.
  • Assist in performing analysis or reviews of processes and controls to identify opportunities for control or process improvements.
  • Assist in implementing new compliance initiatives.
  • Assist in tracking new audit or assessment issues and action plan timelines and work with business leaders to achieve desired results.
  • Represent USAA Real Estate in new risk and control programs implemented by the parent company.
  • Provide management level oversight of the Metricstream system for USAA Real Estate to ensure control documentation and issues/action plans are included in the database system.
  • Assist in performing due diligence of third-parties in connection with its compliance programs.
  • Oversee/strengthen USAA Real Estate's User Developed Application (UDA) and Modeling governance programs.
  • Assist in the administration of USAA Real Estate's e-training and certification programs.
  • Assist in stress testing, as needed.
  • Coordinate information requests from the parent company and/or regulators.
  • Perform additional tasks as assigned.

Minimum Qualifications:

  • Bachelor's Degree in Accounting, Finance or a related business field.
  • 4+years of experience in an accounting, internal controls or audit role.
  • Experience in documenting controls, policies, procedures or processes.
  • Ability to provide recommendations for improvement to resolve control gaps.
  • Audit, process improvement, or change management experience.
  • Management experience working directly with business leaders regarding internal controls and/or control gaps.
  • Candidates must be eligible to work in the U.S. without USAA Real Estate Company sponsorship.
  • Qualifications may warrant placement in a different job level.

Physical Requirements:

  • Regularly required to sit for extended periods of time; frequently required to stand, walk, and use business equipment daily such as computer, copier, fax, telephone, etc.; frequently required to reach overhead, bend, and lift objects of up to 25 lbs.
  • Ability to handle stress caused by multiple priorities, and other unforeseen situations associated with the organization.
  • Eyesight and hearing must be correctable to standard level
