SUMMARY OF DUTIES:

The Assistant Vice President (AVP) of Properties provides overall leadership of Amtrak’s assets. The AVP has overall responsibility to manage, develop and utilize its nationwide portfolio of real estate and fixed assets to not only improve its core business, but also generate significant streams of commuter access revenues through new and existing stations and maximizing long-term revenue through substantial infusions of private equity.  In that capacity, the incumbent provides the business and commercial “front end” for all Amtrak interactions with external parties involving real estate or fixed assets whether owned or leased by Amtrak or required by Amtrak for its operations.  Additionally, this position works together with others within the Department and the company to develop financial strategies and funding agreements to further the execution of Amtrak’s Infrastructure Capital Plan and other capital initiatives.


ESSENTIAL FUNCTIONS:

•    Develop and provide overall leadership for a diverse team of highly skilled professionals with extensive experience in real estate acquisitions, divestitures and developments, master planning, deal making, transaction structuring, project funding and financing, public-private partnerships (P3) and lease administration.
•    Develop and implement innovative and actionable asset monetization strategies and plans that drive new revenue streams and generates infusion of private equity by tapping the latent potential of Amtrak’s nationwide portfolio of real estate and fixed assets. •    Oversees the acquisition and disposition of real estate and assets and seeks out development and investment opportunities that permit Amtrak to capture value created by existing Amtrak assets and services.  Develops negotiating strategies and leads deliberations on large, multi-party commercial and infrastructure investment arrangements with public and private entities (involving billions of dollars), often in sensitive, politically charged, and highly visible circumstances.
•    Weighs and recommends the best courses of action from among alternative finance, funding and structural approaches to prospective commercial undertakings, large-scale real estate developments and other capital projects (again, involving billions of dollars).
•    Oversees the development and implementation of massive-scale master plans, involving multiple public and private stakeholders at and around Amtrak’s major stations.
•    Oversees target screening and due diligence analysis of major business initiatives and valuation, structuring, negotiation and execution of potential acquisitions and partnerships.
•    Oversees the relationships and contracts relating to access and use of Amtrak fixed assets with all commuter agencies and supports Amtrak negotiations with commuter authorities for access and use of commuter authority fixed assets.
•    Negotiates and administers access agreements with commuter operators consistent with PRIIA Section 212 policies. •    Participates in the development of the Amtrak 5-Year Infrastructure Capital Plan and facilitates coordination with commuter authorities and other entities during the development of such Plans.
•    Supports negotiations of contracts relating to access and use of Amtrak fixed assets by freight railroads or third party relationships covered by pipe and wire.
•    Partners with State Supported and other teams in the development of state or municipal stations.
•    Oversees lease administration that involves negotiating lease renewals, lease extensions, or terminations and assisting other departments when lease disputes arise.
•    Oversee any third-party support contracts that may include lease administration, pipe and wire agreements, developers, brokers, or appraisers.
•    Additional responsibilities as directed by his / her supervisor.

MINIMUM QUALIFICATIONS:

•    Bachelor’s degree in business or equivalent with an emphasis on quantitative, financial, or economic disciplines •    Minimum 15 years of highly relevant experience across all major accountabilities, including a minimum of five (5) years’ experience involving major commercial developments..
•    Extensive experience in business development strategy, planning and execution.
•    Extensive experience in highly visible, large-scale programs with multiple public and private stakeholders.
•    Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers.
•    Advanced leadership and management skills with proven ability to motivate others; experience in managing staff, contractors, and cross-functional teams in multiple locations.
•    Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.
•    Superior quantitative and analytical skills

PREFERRED QUALIFICATIONS:

•    Master’s Degree in Business, Finance or a related field.
•    Relevant experience in the railroad and/or transportation industry
•    Substantial experience in both private and public funding and financing  

COMMUNICATION AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.
