DESCRIPTION:
The Maryland-National Capital Park & Planning Commission is currently seeking a dedicated and skilled individual to serve as Trail Design & Construction Project Manager for the proposed Central Avenue Connector Trail (CACT) in Prince George's County, Maryland.  The position is located.in the Park Planning and Development Division in the Prince George's County Department of Parks and Recreation. The Trail Design & Construction Project Manager shall oversee and manage  the development and management of the Central Avenue Connector Trail  project, a multi-million dollar pedestrian and bicycle facility located in the central part of Prince George's County, Maryland.  The proposed trail will knit together several transit-dependent communities and will likely transform the abutting MD Route 214 roadway corridor into a safer and more efficient multi-modal transportation route. The CACT implementation efforts represent a key trails implementation goal as outlined in the county's approved Formula 2040: Functional Master Plan for Parks, Recreation and Open Space. The candidate must be an experienced project manager with a solid understanding of civil engineering, bicycle and pedestrian facility design, landscape design of public space, infrastructure project management, and the development processes for public transportation infrastructure.  Familiarity with Prince George's County, State of Maryland and Federal contracting regulations and design specifications is a major plus. The ideal candidate will also have an affinity for greenway design and linear park development, urban design, maintenance and policing of trails and public space, working with elected officials and guiding implementation of activities that securing capital funding for future phases of construction. Additionally, the Trail Design and Construction Project Manager must be able to successfully work with a variety of community representatives and elected officials whose opinions will be crucial to the success of the project.  The successful candidate must be able to multi-task and prioritize project activities. The candidate must be able to oversee and manage relationships with internal staff (including park maintenance staff), contractors, consultants and permitting officials whose roles are critical to ensuring that projects are delivered in accordance with The M-NCPPC, Prince George's County and Maryland State Highway department standards and as efficiently as possible.
 
 
EXAMPLES OF IMPORTANT DUTIES:
Below are some of the  typical responsibilities carried out by the successful candidate:
Lead an inter-agency project management team.
Lead The M-NCPPC project management team.
Develop and write scopes of work and RFPs.
Develop and negotiate inter-agency MOUs and agreements.
Manage grant administration and compliance.
Facilitate future grant-seeking processes to secure additional project funding.
Manage design and engineering consultants.
Facilitate design review and approvals.
Manage development of project deliverables including trail maintenance plans, engineering plan sets, project status reports, project promotional materials, etc.
Administer contracts.
Lead executive level meetings with elected and appointed officials, agency heads, and other key stakeholders.
Coordinate with regional agencies such as the Washington Metropolitan Area Transit Authority and The Metropolitan Washington Council of Governments. Coordinate with municipalities.
Manage property / right-of-way acquisition process.
Coordinate sequencing, scheduling, phasing of project components that overlap in timing and duration.
Coordinate the public engagement process with support from local agencies.
Actively market the CACT project and solicit support and engagement from local stakeholders, advocacy groups and other relevant parties.
Coordinate utility relocations.

MINIMUM QUALIFICATIONS:
Bachelor's degree in Architecture, Landscape Architecture, Engineering, or a related field (Civil Engineering or Urban Planning).
Six years of progressively responsible designer and/or construction manager experience that includes substantive work in the range of duties and responsibilities in this class specification (to include project manager experience).
An equivalent combination of education and experience, which together total ten years, may be substituted.
Valid Registered Professional License issued by any state within the United States consistent with one's field of professional expertise (Architecture, Landscape Architecture or Engineering) and the position of assignment is required for eligibility. A valid Registered Professional License issued by the State of Maryland consistent with the field of professional-technical expertise is required within six months of appointment.
Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
 
 
 
SUPPLEMENTAL INFORMATION:
Classification Specification: Design & Construction Project Manager III (3162) Preferred Knowledge, Skills and Abilities Desired:
Master's degree in Urban Planning, Civil Engineering, Landscape Architecture, Construction Management or a related field.
CMAA's Certified Construction Manager (CCM) Certification.
PMI's Project Management Professional (PMP) Certification.
Strong computer and software skills with MS Office, Adobe Design Suite, ArcGIS and AutoCAD.
Knowledge of trail and park maintenance requirements, strategies, routines and equipment.
Familiarity with State of Maryland road project development processes and regulatory environment.
Experience coordinating projects that involve acquisition of private property, agreements between public agencies and utility relocations.
Experience implementing federally-funded transportation projects.
A demonstrated record of successfully completing grant-funded projects.
Prior experience with bicycle & pedestrian planning, design and/or project development.
Strong working knowledge of public infrastructure construction, terminology and methods.
Working knowledge of the disciplines of urban planning, transportation, landscape architecture, and civil engineering.
Proficient knowledge of design and construction project management practices; knowledge of management practices and principles, financial reports and budgets.
Excellent organizational skills; ability to lead professional and technical staff in the management and implementation of complex projects.
Skilled in oral and written communication that is effective concerning project scope, schedules, estimates, costs, and risks.
Interpersonal skills to interact effectively with business contacts in a businesslike, customer service-oriented manner; this includes skill in establishing and maintaining effective working relationships with Commission managers and staff, federal, state and local agencies, vendors, professional consultants, contractors, and the public.
