Senior Policy Analyst

$112,110.00 - $169,548.00 Annually

 

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Senior Policy Analyst.  The Senior Policy Analyst is located in the OCFO’s Office of Finance and Treasury (OFT), Economic Development Finance.  The incumbent reports to the Associate Treasurer, Economic Development Finance and provides policy analysis of programs of critical importance to the OCFO and the Government of the District of Columbia.   Additional duties include but are not limited to:
 
  • Leading complex policy and analysis teams in the research of appropriate subject matter.  Provides comprehensive information and analysis of policy issues and develops reports, presentations and other relevant material.
  • Participating as a key member of a team overseeing District debt issuance for Tax Increment Financing bonds and other economic development financing. 
  • Reviewing laws, contracts and bond issuance documents. Negotiating financial terms of financing agreements with real estate developers, identifying and mitigating financial and fiscal risks to the District.
  • Contributing to the analysis and evaluation of economic development of the District of Columbia, potential economic development deals with private developers, changes in development policy options, and/or long-term financial expectations.
  • Creating financial spreadsheets and analyzing financial statements and projects proformas in the context of policy initiatives.
  • Acting as a liaison to District agencies engaged in economic development, ensuring the successful completion of bond issuances.
  • Preparing and formatting findings for hearings, briefings, and in other uses.
