Paul Krugman in Monday’s New York Times debunked “a prime example of a ‘Zombie Idea’ – an idea that should have been killed by evidence, but refuses to die – the belief that America suffers from a “skills gap” and that inadequate worker skills explains high long-term unemployment. Careful studies – like those recently conducted by M.I.T. and the Boston Consulting Group find that “worries of a skills gap crisis are over-blown.” The long-term unemployed are indistinguishable in skills from laid-off workers who quickly find jobs. Klugman believes that the myth of the skills gap is giving the government an excuse to not create tax, and other, incentives to hire the long-term unemployed.
