OVERVIEW

The Judicial Council of California (JCC) is accepting applications for the position of Manager for the Facilities Services Office.  


The Manager for Facility Operations will be responsible for management oversight of the functions of the facilities maintenance program within specific regions. The incumbent independently plans and directs all staff and contracted services engaged in managing and maintaining court facilities; performs the most complex and specialized work associate with building maintenance and facility management services including oversight of the procurement and contracting facility operations, grounds management, and maintenance services for the judicial branch at designated court locations.


The Judicial Council 

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.


By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento main offices, or a designated office in a Courthouse located in Fresno, the SF Bay Area, or Northern California, and reside in California. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

 

RESPONSIBILITIES

  • Oversight of Facility Operations and Maintenance:
    • Oversees the facility operations and maintenance activities. Responsible for assigning work and overseeing the regional staff of facilities supervisors and administrators.
    • Oversight of facilities operations contracts for facility modifications and job order contracting.
    • Provides oversight in the management of service provider contracts and other legal documents such as Joint Occupancy Agreements (JOA), Memorandum of Understanding (MOU), and shared-cost agreements.
    • Oversees facility modifications contracts and job order contracting.
    • Oversees the Operations and Maintenance (O&M) budget for their designated Region’s.
  • Oversight of Service Provider Contracts & Agreements:
    • Directs competitive procurement and oversees schedules for building operations and maintenance contracts.
    • Provides oversight in the development of agreements with other government agencies related to facilities operations and maintenance.
    • Review methodologies and reports from the Judicial Councils Computer Aided Facilities Management database (CAFM), and various reports from the Customer Service Center to measure areas for improvement, employee performance, and customer satisfaction results. Make recommendations as needed.

  • Develop and implement best practices for customer service standards of units overseen:
    • Conduct regular meetings with unit supervisors to review and identify areas in need of improvements.
    • Regularly meet with internal and external stakeholders such as court and county staff for feedback on services provided by units overseen.
    • Conduct regular meetings with the contracted service providers leadership team to review contractual obligations and performance of the O&M program.
    • Ensures the interaction between staff and both internal and external customers are professional and productive.  Resolves issues that may arise.
    • Prepares reports as requested by office leadership, executive office, and the JCC.
  • Oversight of the Preventive Maintenance Program and Facility Modification projects:
    • Provide guidance and oversight in the development of maintenance and engineering standards for maintaining and testing equipment and machinery.
    • Provides oversight in prioritization of facility maintenance and operations activities including facility modification projects.
    • Works with project managers on planning, design, and commissioning activities of major capital projects, including development of new buildings, major renovations, special repairs, and associated projects.
  • Supervisory duties:
    • Recommends selection of staff;
    • Trains staff and proposes internal and external training courses and workshops;
    • Provide career development and planning for staff;
    • Approves time off requests;
    • Review and approves time sheets;
    • Evaluates employee performance and conducts performance reviews;
    • Administers discipline as required.

 

MINIMUM QUALIFICATIONS

Bachelor’s degree, and five (5) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (3) years of supervisory experience. An additional four years of professional experience in the assigned function may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

 

OR

 

Master’s degree in a directly related field for the assigned discipline, and two (2) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience.

 

OR

 

Three  years in a supervisor classification with the Judicial Council of California, or three  years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor classification in a California Superior Court or California state-level government entity, or two years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

$9,342.00 - $14,015.00 per month
